This is the old city of Amsterdam, Netherlands. The lights are reflected in the canal in the foreground called Oudezijds Achterburgwal in the medieval centre of Amsterdam. The area is also famous as being the ‘red light’ district of Amsterdam.
This is based on a photo taken by the artist while visiting Amsterdam in 2017.
